Bush is the first President who has faced the challenge of Islamic terrorism as a large public question. His initial response in the wake of 9/11 was to declare “war on terror”—a firm stance, but against an unnamed enemy. In later years he used words like “Islamo-fascism”—an imperfect term, but one which did make clear that the foe was in fact Islamic. However, he still differentiates between the “radical” Jihadists and Islam as a “religion of peace”—a distinction which mainstream Islam itself fails to make.
